The bill mandates that the governing body or chief executive officer of each recreational youth facility in Kansas must adopt a comprehensive cardiac emergency response plan. This plan should be based on statewide standards developed by the secretary of health and environment and must include the establishment of a cardiac emergency response team, the placement of automated external defibrillators, and the identification of roles for facility personnel and local emergency services. Additionally, the plan must outline procedures for responding to suspected sudden cardiac arrests, conduct routine maintenance of defibrillators, designate personnel for training in CPR and defibrillator use, and establish communication systems with local emergency medical services.

Furthermore, the bill requires that each governing body or chief executive officer review the cardiac emergency response plan annually and make necessary updates. The definition of "recreational youth facility" is specified to include various public or private facilities that conduct organized recreational activities for individuals under a certain age, while explicitly excluding school district-operated facilities and day care facilities as defined in existing law.
