The bill mandates that the Kansas Department of Wildlife and Parks be reimbursed for lost revenue due to the issuance of free or partially discounted hunting and fishing licenses, permits, or passes established by legislative enactment on or after July 1, 2027. It also includes provisions for reimbursement related to any exemptions to these licenses, permits, or passes established by statute after the same date. The reimbursement amount will equal the lost revenue from such discounts and exemptions.
To facilitate this process, the department is required to maintain an accounting of the lost revenue and submit it to the director of accounts and reports and the state treasurer by June 30 of each fiscal year. This accounting will be subject to audit by the state treasurer. Upon receipt of the certified accounting, the director of accounts and reports will transfer the equivalent amount from the state general fund to the wildlife fee fund, contingent on available funds and legislative appropriations. The bill will take effect upon its publication in the statute book.
