The bill amends K.S.A. 60-5402 to regulate agreements between public utilities and law enforcement regarding the installation of law enforcement equipment on utility poles or other structures. It establishes a maximum duration of 60 days for such agreements unless authorized by a warrant or if the equipment is placed in specific public areas. After this period, any installed equipment must be removed, and evidence collected thereafter will not be admissible in legal proceedings. The bill also clarifies the definition of "law enforcement agency" to include various law enforcement bodies and introduces a definition for "law enforcement equipment," specifically excluding non-video equipment and automatic license plate readers that delete data within 90 days unless retained for ongoing investigations.

Additionally, the bill provides immunity from civil liability for public utilities that comply with the new regulations when entering into agreements with law enforcement. The existing section of K.S.A. 60-5402 is repealed, and the act will take effect upon publication in the statute book.
