The bill amends K.S.A. 60-5402 to regulate agreements between public utilities and law enforcement regarding the installation of law enforcement equipment on utility poles or other structures. It establishes a maximum duration of 30 days for such agreements unless authorized by a warrant, court order, or if the structure is located in a commercial area or municipal park. After 30 days, any installed equipment must be removed, and evidence collected beyond this period is deemed inadmissible in legal proceedings. Additionally, public utilities that comply with these regulations will be granted immunity from civil liability related to these agreements.

The bill also clarifies the definitions of "law enforcement agency" and "public utility," with the latter being defined in accordance with K.S.A. 66-104. The existing section of K.S.A. 60-5402 is repealed, and the new provisions will take effect upon publication in the statute book.
