The bill mandates that every state agency in Kansas that provides public funds, scholarships, or other public-funded benefits to noncitizens must report specific identifying information about these recipients to the secretary of state on a quarterly basis. The information required includes the first and last name, middle name or initial (if applicable), residence address, date of birth, alien registration number, last four digits of the social security number (if any), and driver's license or nondriver's identification card number (if any). This reporting is part of the agency's designation as a voter registration agency under the National Voter Registration Act of 1993.

Additionally, the bill removes the previous requirement to report only the name and address of noncitizen recipients, expanding the scope of information that must be reported. The act will take effect upon its publication in the statute book.
