The bill amends K.S.A. 2025 Supp. 25-2437 to establish stricter regulations regarding the transmission and delivery of advance voting ballots. It prohibits individuals from knowingly delivering a ballot on behalf of another voter unless they provide a written statement signed by both the voter and the deliverer. This statement must affirm that the deliverer is a qualified elector who has not influenced the voter's decision and has not delivered more than ten ballots for others during the election. Additionally, candidates for office are restricted from delivering ballots on behalf of voters, except for immediate family members.

The bill also clarifies the definition of "candidate for office" and introduces penalties for violations: a severity level 9, nonperson felony for violations of subsections (a) or (b), and a class B misdemeanor for violations of subsection (c). Furthermore, the bill repeals the existing K.S.A. 2025 Supp. 25-2437, indicating a complete overhaul of the previous regulations. The act will take effect upon its publication in the statute book.
