This bill mandates that the state board of regents establish curricula and designate courses at postsecondary educational institutions without requiring students to enroll in courses related to diversity, equity, and inclusion (DEI) or critical race theory (CRT) to fulfill academic program requirements. It prohibits institutions from requiring or incentivizing faculty to include DEI-CRT content in their courses as a condition for approval or performance assessments, with exceptions for programs explicitly focused on racial, ethnic, or gender studies. Such programs may be exempted from these provisions, but students cannot be constrained to enroll in them to meet other academic requirements.
Additionally, the bill introduces requirements for general education courses to include the study of American institutions, emphasizing foundational principles of American democracy, significant historical documents, and a comparative analysis of conflicting political ideologies. Freshman orientation programs must cover policies on free expression and provide resources on the importance of free speech, while DEI-CRT-related content can only be offered in a limited context. The bill also includes a severability clause, ensuring that if any part is deemed invalid, the remaining provisions will still be enforceable.
