The Kansas Youth Voice Act mandates that each local board of education in the state appoint at least one nonvoting student representative from grades 10 to 12 to serve in an advisory capacity. These student representatives will have the right to attend all open meetings, receive related documents, express opinions, and advocate on behalf of their peers. However, they will not have voting rights, cannot attend closed meetings, and will not receive compensation for their role. The initial appointment of a student representative must occur by August 1, 2026, with terms lasting until July 1, 2027, and subsequent terms set at one year. A student may serve a maximum of two terms, excluding any partial terms due to vacancies.

Additionally, the bill requires each school district's board of education to establish an application process for selecting student representatives and to implement an orientation process for new appointees. This orientation will include assigning a board member as a liaison, involving the student in relevant board trainings, and providing an overview of the board's history and operations. The act will take effect upon its publication in the statute book.
