This bill mandates the Kansas State Corporation Commission to engage a consulting firm to conduct a technical and legal feasibility study on the promotion of nuclear energy generation within the state. The consulting firm must meet specific criteria, including being well-established in the nuclear industry for over 35 years and having significant experience with nuclear operators in the U.S. Additionally, preference will be given to firms managed by military veterans with nuclear operating experience. The study will evaluate various aspects of nuclear energy, including its economic and environmental impacts, design characteristics, safety criteria, and socioeconomic effects, among others. The findings are to be submitted to the legislature and relevant committees by April 1, 2026.

The bill also includes an appropriation of $375,000 from the state general fund for the fiscal year ending June 30, 2026, specifically for the nuclear feasibility study. Furthermore, it stipulates that any records provided to the consulting firm will be confidential and exempt from the Kansas Open Records Act, with this provision set to expire on July 1, 2030, unless renewed by the legislature. The provisions of K.S.A. 75-3739 et seq. will not apply to contracts established under this section, allowing for more flexibility in the engagement of the consulting firm.
