The bill amends the Scrap Metal Theft Reduction Act by removing the exemption for vehicle dealers from certain requirements of the act. Specifically, it eliminates the provision that previously allowed vehicle dealers to bypass the regulations that apply to scrap metal transactions. The amended law now mandates that all individuals, including vehicle dealers, must comply with the same identification and record-keeping requirements when selling regulated scrap metal to scrap metal dealers. This includes presenting personal identification, completing a signed statement regarding the ownership of the items, and maintaining detailed transaction records.

Additionally, the bill requires scrap metal dealers to photograph items at the time of purchase and maintain these records electronically. It also stipulates that dealers must submit transaction information to the Kansas Bureau of Investigation within 72 hours. The overall aim of the bill is to enhance the tracking and regulation of scrap metal sales, thereby reducing theft and illegal transactions in the scrap metal industry. The existing section of K.S.A. 2024 Supp. 50-6,110 is repealed, and the new provisions take effect upon publication in the statute book.
