The bill amends K.S.A. 2024 Supp. 65-1958 to revise the process for applying for temporary location and guest artist permits from the Kansas state board of cosmetology. It removes the term "demonstration" from the permit types, now referring to them simply as temporary location and temporary guest artist permits. The bill clarifies that individuals not licensed in Kansas may still obtain these permits if they hold valid licenses from other states or jurisdictions, provided those licenses have not been revoked, suspended, or conditioned.

Additionally, the bill stipulates that foreign applicants without a social security number will not be required to submit one; instead, they can provide a valid visa or passport identification number. The temporary permits will expire no later than 14 days after issuance. The board is tasked with adopting necessary rules and regulations to implement this section by December 31, 2023. The bill also includes a provision for the repeal of the previous version of K.S.A. 2024 Supp. 65-1958.
