This bill amends K.S.A. 2024 Supp. 38-2223 to enhance the reporting requirements for suspected child abuse and neglect. It mandates that duly ordained ministers of religion report such cases unless doing so would breach the penitential communication privilege. Additionally, the bill requires that all individuals obligated to report abuse and neglect undergo training on the provisions of this section by July 1, 2026, or within six months of becoming subject to these provisions. The bill also clarifies the reporting process, specifying that reports can be made orally and must include detailed information about the child and the suspected abuse or neglect.

Furthermore, the bill introduces penalties for willful failure to report, interference with reporting, and making false reports, all classified as class B misdemeanors. It also provides immunity from civil liability for individuals who report suspected abuse in good faith. The existing section of K.S.A. 2024 Supp. 38-2223 is repealed, and the new provisions will take effect upon publication in the statute book.
