This bill establishes the Kansas Fallen Firefighters Memorial Council, replacing the existing Kansas Firefighters Memorial Advisory Committee. The new council will consist of nine members appointed by the governor, representing various firefighter associations and organizations. Its responsibilities include making recommendations to the governor and legislature on activities to honor and memorialize firefighters in Kansas, as well as overseeing the maintenance and updates of the official Fallen Firefighters Memorial at the Kansas Firefighters Museum in Wichita. The council is also authorized to solicit funds for the memorial, with expenditures from the Kansas Fallen Firefighters Memorial Fund designated for construction, updates, repairs, and related purposes.

In addition, the bill amends existing laws governing the sale and distribution of fireworks in Kansas by introducing new license categories for fireworks distributors, such as "distributor of display fireworks," "distributor of articles pyrotechnic," and "unlimited distributor." It establishes regulations for both seasonal and permanent retailers, specifying that only licensed individuals may sell fireworks labeled "For Professional Use Only." The bill also repeals K.S.A. 31-502, 31-503, 75-36,102, and 75-36,103, streamlining the regulatory framework for fireworks sales. The bill will take effect upon publication in the Kansas register and has received legislative approval, including amendments, and the Governor's endorsement.
