This bill establishes the Kansas Fallen Firefighters Memorial Council, replacing the existing Kansas Firefighters Memorial Advisory Committee. In addition, the bill amends existing laws regarding the sale and distribution of fireworks in Kansas by introducing new license categories for fireworks distributors and establishing registration requirements for permanent retailers of consumer fireworks. It specifies the sales season for seasonal retailers and outlines the licensing process for individuals selling or operating fireworks. The bill repeals several existing statutes related to fireworks, specifically K.S.A. 31-502, 31-503, 75-36,102, and 75-36,103, to streamline the regulatory framework for the industry. The bill will take effect and be enforced following its publication in the Kansas register after passing through the legislative process and receiving the Governor's approval.
