The bill enacts the "Returning to Nonaccountability of the Executive Branch Agencies that Report to the Governor Act," which eliminates the requirements for a performance-based budgeting system in the budget process for executive branch agencies. Specifically, it amends K.S.A. 75-3718b by removing the section that mandated the implementation of a performance-based budgeting system, which included the incorporation of outcome-based performance measures and the ability to compare program effectiveness across state and political boundaries. This change is intended to simplify the budgeting process for these agencies.
Additionally, the bill maintains the requirement for a program service inventory and an integrated budget fiscal process, which must be completed by specified deadlines. It also clarifies that the provisions of this section do not apply to postsecondary educational institutions that have implemented a performance agreement under K.S.A. 74-3202d. The existing section of K.S.A. 75-3718b is repealed, and the act will take effect upon publication in the statute book.
