This bill amends K.S.A. 2024 Supp. 77-441 to exempt the Kansas Department of Wildlife and Parks from the implementation and compliance cost restrictions that apply to proposed rules and regulations. Specifically, it allows state agencies to adopt rules and regulations without legislative ratification if the economic impact statement indicates that the implementation and compliance costs will not exceed $1,000,000 over the initial five-year period. The bill also clarifies that if a proposed rule incurs costs above this threshold, the agency may modify the rule to lower those costs and subsequently adopt it if the revised economic impact statement meets the criteria.

Additionally, the bill repeals the existing section of K.S.A. 2024 Supp. 77-441, which previously governed the ratification process for proposed rules and regulations. The new language specifies that the provisions do not apply to temporary rules, those proposed due to federal mandates, or those adopted by the Kansas Department of Wildlife and Parks, thereby streamlining the regulatory process for these entities. The act will take effect upon publication in the statute book.
