The bill amends K.S.A. 27-102 to authorize the governor of Kansas to accept requests from the federal government to establish concurrent jurisdiction over land owned by the United States for military purposes. This concurrent jurisdiction can be established when the principal officer of the military installation submits a written offer to the governor, which must include a clear statement of the request, a metes and bounds description of the land, and any future expansion plans. The governor must then accept the offer in writing, record it with the secretary of state, and ensure it is published in the Kansas register.

Additionally, the bill repeals the existing section of K.S.A. 27-102, which previously outlined the exclusive jurisdiction ceded to the United States over certain lands. The new provisions allow for a more collaborative approach between state and federal authorities regarding military lands, enabling state and local agencies to enter into agreements with federal agencies to coordinate responsibilities related to the concurrent jurisdiction. The act will take effect upon its publication in the Kansas register.
