The bill amends the mobile home parks residential landlord and tenant act by prohibiting landlords from restricting tenants' access to communications and video services. Specifically, it modifies K.S.A. 58-25,111 to clarify that landlords cannot impose conditions that limit a tenant's choice of or access to providers of various services, including cable television and telecommunications, unless such restrictions are necessary for health, safety, or welfare. Additionally, any charges incurred for these services must not exceed the actual costs incurred by the landlord.

Furthermore, the bill includes provisions that allow landlords and tenants to agree in writing for tenants to perform certain landlord duties, such as maintenance and repairs, provided that these agreements are made in good faith and do not evade the landlord's obligations. The existing section of K.S.A. 58-25,111 is repealed, and the new provisions take effect upon publication in the statute book.
