The bill amends the mobile home parks residential landlord and tenant act by prohibiting landlords from restricting tenants' access to communications and video services. Specifically, it modifies K.S.A. 58-25,111 to ensure that landlords cannot impose conditions that limit a tenant's choice of or access to providers of various services, including cable television and telecommunications, unless such restrictions are necessary for the health, safety, or welfare of tenants. Additionally, any charges incurred for these services must not exceed the actual costs incurred by the landlord.

Furthermore, the bill clarifies the responsibilities of landlords regarding the maintenance and safety of mobile home parks, including the requirement to keep common areas clean and safe, and to provide essential services like electricity, water, and sewer. It also allows for written agreements between landlords and tenants regarding the performance of certain duties, provided these agreements are made in good faith and do not evade the landlord's obligations. The existing section of K.S.A. 58-25,111 is repealed, and the new provisions will take effect upon publication in the statute book.
