This bill amends the Mobile Home Parks Residential Landlord and Tenant Act by prohibiting landlords from restricting tenants' access to various communication and video services. Specifically, it modifies K.S.A. 58-25,111 to ensure that landlords cannot impose conditions that limit tenants' choices regarding providers of fuel, furnishings, goods, and services, including cable television and telecommunications, unless such restrictions are necessary for the health, safety, or welfare of the tenants. Additionally, any charges resulting from imposed conditions must not exceed the actual costs incurred by the landlord.

The bill also clarifies the responsibilities of landlords regarding the maintenance and safety of mobile home parks, including the requirement to keep common areas clean and safe, maintain utilities, and ensure the habitability of mobile home spaces. It allows for written agreements between landlords and tenants where tenants may perform certain landlord duties, provided these agreements are made in good faith and do not evade the landlord's obligations. The existing section of K.S.A. 58-25,111 is repealed, and the new provisions will take effect upon publication in the statute book.
