This bill mandates that starting in the 2025-2026 school year, every school district in Kansas must provide up to one hour of training in seizure recognition and related first aid to all employees working in buildings with students who have seizure disorders. The training must align with guidelines from a nationally-recognized epilepsy organization and cover recognizing seizure symptoms, appropriate responses, and administering seizure medications. The school nurse or administrator will coordinate this training annually for each school year a student with a seizure disorder is enrolled.
Additionally, the bill outlines the requirements for parents to create a seizure action plan and provide written authorization for administering seizure rescue medication at school. It establishes that no legal action can be taken against school personnel for actions related to the implementation of this training or the administration of medication, thereby providing immunity from liability. The state board of education is also authorized to adopt rules and regulations to facilitate the bill's provisions.
