This bill mandates that starting in the 2025-2026 school year, every school district in Kansas must provide up to one hour of training in seizure recognition and related first aid to all employees working in buildings with students diagnosed with seizure disorders. The training must align with guidelines from a nationally-recognized epilepsy organization and cover recognizing seizure symptoms, appropriate responses, and administering seizure medications. The school nurse or administrator is responsible for coordinating this training annually for each school year a student with a seizure disorder is enrolled.
Additionally, the bill outlines the requirements for parents to create a seizure action plan before any seizure rescue medication can be administered to their child at school. This includes providing written authorization and a statement from the child's healthcare provider detailing the medication's specifics. The bill also provides immunity from liability for actions taken under this section and allows the state board of education to adopt necessary rules and regulations for implementation.
