The bill mandates that, starting July 1, 2025, the Secretary of Health and Environment in Kansas must request a waiver from the United States Centers for Medicare and Medicaid Services (CMS) to terminate participation in specific expenditure authorities under the KanCare demonstration. These authorities include funding for additional services for individuals with behavioral health needs, residential and inpatient treatment for substance use disorders, continuous eligibility for parents and caretaker relatives, and continuous coverage for individuals aging out of the Children's Health Insurance Program (CHIP).

If CMS grants the waiver, the Secretary is required to immediately cease participation in the specified expenditure authorities. Should the waiver not be granted, the Secretary must continue to request it annually until approval is received. The act will take effect upon its publication in the statute book.
