The bill repeals the existing section of K.S.A. 72-7114 and includes provisions for the governance and reporting requirements of the association. It mandates that the association submit annual reports to the state board of education and outlines the composition and election process for the board of directors and the appeal board. The new legal language specifies the criteria for determining the multiplier factors and clarifies that the classification changes resulting from these factors are not subject to appeal. The provisions of this act will expire on June 30, 2030.
