The bill modifies existing language to change certain requirements from mandatory to optional, allowing purchasers to "may" obtain a nonhighway certificate of title rather than "shall." Additionally, it provides salvage vehicle dealers and pools the ability to apply for ownership documents without forwarding the certificate of title under specific conditions, such as when an insurance claim has been closed without payment.
The bill also revises reporting requirements for vehicle dealers and brokers, mandating that dealers include a certificate of title or transfer certificate for all vehicles in their monthly reports. Dealers must maintain records of all vehicle transactions from the past 12 months and report broker details in their sales reports. Lending agencies selling two or fewer repossessed vehicles monthly are exempt from monthly reporting but must report annually. The bill repeals certain sections of existing law and will take effect upon publication in the statute book.
