The bill establishes new regulations regarding the siting and construction of electric transmission lines within national interest electric transmission corridors in Kansas. It prohibits the state corporation commission from authorizing electric public utilities to apply for or obtain transmission line siting permits for lines located in these corridors. Additionally, it restricts electric public utilities from exercising the power of eminent domain for constructing transmission lines in these areas, unless the lines were previously authorized by a siting permit before the corridor designation by the U.S. Department of Energy.
Furthermore, the bill amends existing law regarding the application process for siting permits, requiring electric utilities to provide specific information about the proposed location and affected landowners. It also mandates a public hearing within 90 days of the application filing to assess the necessity and reasonableness of the proposed line's location. The previous version of K.S.A. 66-1,178 is repealed, and the new provisions will take effect upon publication in the statute book.
