This bill amends K.S.A. 2024 Supp. 74-8711 to increase the transfers from the lottery operating fund to the community crisis stabilization centers fund and the clubhouse model program fund of the Kansas Department for Aging and Disability Services. The amendment specifies that 75% of the net profits from lottery ticket sales via vending machines will be allocated to the community crisis stabilization centers fund, while 25% will go to the clubhouse model program fund. The previous limits on these transfers, which capped the total at $9 million for fiscal year 2024 and $10 million for fiscal year 2025, have been removed and replaced with a new cap of $16 million for fiscal year 2026 and each subsequent fiscal year.

Additionally, the bill introduces new provisions regarding the allocation of sports wagering revenues. It mandates that the first $750,000 from these revenues be transferred to the white collar crime fund, followed by a 2% allocation to the problem gambling and addictions grant fund, and an 80% allocation to the attracting professional sports to Kansas fund. The bill repeals the existing section of K.S.A. 2024 Supp. 74-8711, thereby consolidating the changes into a single updated statute.
