This bill amends K.S.A. 2024 Supp. 74-8711 to increase the transfers from the lottery operating fund to the community crisis stabilization centers fund and the clubhouse model program fund of the Kansas Department for Aging and Disability Services. Specifically, it establishes that 75% of the net profits from lottery ticket sales via vending machines will be allocated to the community crisis stabilization centers fund, while 25% will go to the clubhouse model program fund. The bill also modifies the previous limits on these transfers, allowing for a maximum of $16,000,000 in fiscal year 2026 and beyond, replacing the previous caps of $9,000,000 for fiscal year 2024 and $10,000,000 for fiscal year 2025.
Additionally, the bill introduces new provisions regarding the allocation of sports wagering revenues, specifying that the first $750,000 from these revenues will be transferred to the white collar crime fund, followed by 2% to the problem gambling and addictions grant fund, and 80% to the attracting professional sports to Kansas fund. The existing section of K.S.A. 2024 Supp. 74-8711 is repealed, and the act will take effect upon publication in the statute book.
