This bill amends the Kansas public employees retirement system to provide judges and members with the option to receive their retirement and disability benefits on a biweekly or monthly basis, starting July 1, 2026. Judges currently receiving benefits or retiring on or after this date will have the ability to elect their preferred payment frequency, while those who do not make an election will continue to receive benefits monthly. The bill also revises the calculation of retirement annuities to ensure that judges retiring under specific conditions receive benefits based on their final average salary and years of service.

In addition to these changes, the bill clarifies the process for judges applying for retirement due to disability, including a requirement for a medical examination, and outlines how a judge's final average salary will be adjusted during periods of disability. It also repeals certain existing statutes (K.S.A. 20-2609, 20-2610, 74-4915, and 74-4962) and mandates that the board clearly define actuarial assumptions used in determining benefit amounts to eliminate employer discretion. The act will take effect upon its publication in the statute book.
