Owners can also apply for a refund of the registration fee for the remaining years if the trailer is sold or disposed of. The bill further clarifies that all fees must be paid to the division of vehicles, a contractor, or the county treasurer, establishes a special fund for administrative costs, and sets an effective date of January 1, 2026, for the new provisions.
