This bill mandates that each school district's board of education conduct an annual needs assessment for each attendance center, incorporating input from board members, teachers, school site councils, and administrators. The assessment results must be published on the district's website and utilized to inform budget approvals aimed at enhancing student academic performance. Additionally, the bill requires that board members receive state assessment data, which details student performance levels, and mandates the documentation of barriers to student proficiency, proposed budget actions to address these barriers, and estimated timelines for achieving proficiency.
The bill also stipulates that the school district's budget must allocate or reallocate funds to ensure all students can meet academic goals, with any changes in fund allocations clearly identified in the budget summary. Furthermore, it requires that the budgets, needs assessments, and state assessment documentation be accessible at the district's administrative offices and on its website. The existing section of K.S.A. 2024 Supp. 72-1163 is repealed, and the new provisions will take effect upon publication in the statute book.
