The bill amends current laws regarding the issuance of driver's licenses to noncitizens in Kansas. It requires the director of the division of motor vehicles to provide quarterly reports to the secretary of state, detailing the names and addresses of noncitizens who have been issued permanent and temporary driver's licenses. The reports must include personal information such as phone numbers, social security numbers, dates of birth, alien registration numbers, temporary license numbers, and expiration dates. The secretary of state is tasked with comparing these lists against voter registration rolls and, after investigation, directing county election officers to remove any noncitizen names from the voter rolls within five business days. Additionally, the county election officer must notify individuals removed from the voter registration rolls that they can be reinstated by providing proof of citizenship.

The bill also amends K.S.A. 8-240, which outlines the application process for driver's licenses and instruction permits. It includes various provisions related to fees, testing requirements, and documentation needed for applicants. Notably, it deletes the requirement for monthly reports and replaces it with a quarterly reporting requirement. The bill emphasizes that no driver's license or instruction permit will be issued to individuals who cannot provide proof of lawful presence in the United States. Furthermore, it establishes conditions under which temporary licenses may be issued and outlines the responsibilities of the division of motor vehicles in processing applications and maintaining records. The existing section of K.S.A. 8-240 is repealed, and the act will take effect upon publication in the statute book.
