This bill amends K.S.A. 25-1132 regarding advance voting ballots in Kansas, establishing a new deadline for their return. Effective January 1, 2026, all advance voting ballots must be received by the county election officer or any polling place by 7:00 p.m. on the day of the election. The bill removes the previous provision that allowed ballots postmarked by the election date to be counted if received after the polls closed, thereby eliminating the deadline for mail-in ballots that were postmarked on or before the election day.

Additionally, the bill mandates that the Secretary of State adopt rules and regulations to implement these changes. It also includes a provision to repeal the existing section of K.S.A. 25-1132, effectively replacing it with the new language. The act will take effect upon its publication in the statute book.
