1 AN ACT concerning the taxpayer notification costs fund; continuing the
2 reimbursement from such fund for printing and postage costs of county
3 clerks through calendar year 2029; amending K.S.A. 2024 Supp. 79-
4 2989 and repealing the existing section.

6 Be it enacted by the Legislature of the State of Kansas:
7 Section 1. K.S.A. 2024 Supp. 79-2989 is hereby amended to read as
8 follows: 79-2989. (a) For calendar years 2023 and 2024 2025 through
9 2029, if a county clerk has printing or postage costs pursuant to K.S.A.
10 2024 Supp. 79-2988, and amendments thereto, the county clerk shall
11 notify and provide documentation of such costs to the secretary of
12 revenue. The secretary of revenue shall certify the amount of moneys
13 attributable to such costs and shall transmit a copy of such certification to
14 the director of accounts and reports. Upon such receipt of such
15 certification, the director of accounts and reports shall transfer an amount
16 of moneys equal to such certified amount from the state general fund to the
17 taxpayer notification costs fund of the department of revenue. The
18 secretary of revenue shall transmit a copy of each such certification to the
19 director of legislative research and the director of the budget.
20 (b) There is hereby established in the state treasury the taxpayer
21 notification costs fund that shall be administered by the secretary of
22 revenue. All expenditures from the taxpayer notification costs fund shall
23 be for the purpose of paying county printing and postage costs pursuant to
24 K.S.A. 2024 Supp. 79-2988, and amendments thereto. All expenditures
25 from such fund shall be made in accordance with appropriations acts upon
26 warrants of the director of accounts and reports issued pursuant to
27 vouchers approved by the secretary of revenue or the secretary's designee.
28 Sec. 2. K.S.A. 2024 Supp. 79-2989 is hereby repealed.
29 Sec. 3. This act shall take effect and be in force from and after its
30 publication in the Kansas register.
