Dear Senator Thompson:
SUBJECT: Fiscal Note for SB 523 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 523 is
respectfully submitted to your committee.
Under SB 523, when a concealed carry license is suspended or revoked the licensee would
be required to surrender the physical license card to the Attorney General. If a license is
suspended, then the card would be returned to the licensee at the end of the suspension. The bill
would also add clarifying language concerning eligibility requirements to obtain or renew a
license.
The Office of the Attorney General states that any additional costs for postage to mail
licenses back to the license would be absorbed within existing resources. Any other costs to enact
the provisions of the bill would also be absorbed. The Office of Judicial Administration states that
the bill would not have a fiscal effect on agency operations. Any fiscal effect associated with SB
523 is not reflected in The FY 2025 Governor’s Budget Report.
The Kansas Association of Counties states that the bill would not have a fiscal effect on
counties.
