SUBJECT: Fiscal Note for HB 2732 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2732 is
respectfully submitted to your committee.
HB 2732 would allow a local board of education to employ, or accept on a volunteer basis,
a chaplain to provide support, services, and programs for students. A chaplain employed or
volunteering pursuant to this section would not be required to obtain any form of teacher license
issued by the State Board of Education. Chaplains would be subject to the same criminal history
records check as required by the local board of education for all other employees of the district.
No local board of education could employ, or accept on a volunteer basis, any person to
serve as a chaplain who has been convicted of or adjudicated for an offense requiring registration
as a sex offender pursuant to the Kansas Offender Registration Act.
The Department of Education indicates the enactment of the bill would have no fiscal effect
for the state. Any costs associated with the bill would be borne by school districts choosing to
employ, or accept on a volunteer basis, chaplains.
