SUBJECT: Fiscal Note for SB 470 by Senate Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning SB 470 is
respectfully submitted to your committee.
SB 470 would add the Wichita Technical Institute as an eligible postsecondary educational
institution under the Kansas Promise Scholarship Act. The bill would take effect upon its
publication in the statute book.

The Board of Regents estimates additional expenditures of $1.5 million from the State
General Fund in FY 2025 and FY 2026 if the bill is enacted to award scholarships to students at
the Wichita Technical Institute. The Board indicates if additional funding is not appropriated, the
Board would not be able to award scholarships to all eligible students. According to the Board,
the $1.5 million estimate in additional expenditures is based on 346 students at the Wichita
Technical Institute receiving approximately $4,369 each in aid, which is the three-year average of
Kansas Promise Scholarships awards per student. The Board also notes that in current law the
appropriation for the Kansas Promise Scholarship is limited to $10.0 million. The Board indicates
the $10.0 million statutory limitation would need to be increased if the bill is enacted. Any fiscal
effect associated with SB 470 is not reflected in The FY 2025 Governor’s Budget Report.
