Dear Representative Landwehr:
SUBJECT: Fiscal Note for HB 2716 by Representative Ousley
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2716 is
respectfully submitted to your committee.
HB 2716 would add definitions for “performance indicator,” “performance measure,” and
“performance objective” to KSA 65-177 related to maternal death investigations. The Secretary
of Health and Environment would be required to utilize a specific review form in investigations
and would be required to work with and assist healthcare providers and facilities in promoting
continuity of maternal healthcare, including the development of performance measures. The bill
would also direct the Secretary to strengthen the ability of local health officers to generate and
compile maternal healthcare performance indicators. In addition, the bill would include details on
the use of data and would require the Secretary to establish an external community review
committee as outlined in the bill.
The Kansas Department of Health and Environment estimates that enactment of HB 2716
would result in ongoing additional federal fund expenditures totaling $65,592 beginning in FY
2025. Any fiscal effect associated with HB 2716 is not reflected in The FY 2025 Governor’s
Budget Report.
