SUBJECT: Fiscal Note for HB 2702 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2702 is
respectfully submitted to your committee.
HB 2702 would change law regarding nonpublic school students participating in activities
regulated by the Kansas State High School Activities Association (KSHSAA). In addition to
requirements in current law, HB 2702 would allow nonpublic school students to participate in an
activity at a public school if the activity is not offered at a student’s private school and if the private
school is a member of KSHSAA.
The Department of Education indicates that the enactment of the bill would have no fiscal
effect for the state. The Kansas Association of School Boards (KASB) indicates that the enactment
of the bill would not have a fiscal effect on school districts. However, KASB notes that some
education interlocal organizations and cooperatives may experience additional revenues from a
longer notice period to get additional parental consent and student participation in interlocal
organizations and cooperatives.
