Dear Senator Gossage:
SUBJECT: Fiscal Note for SB 450 by Senate Committee on Public Health and Welfare
In accordance with KSA 75-3715a, the following fiscal note concerning SB 450 is
respectfully submitted to your committee.
SB 450 would establish the Alzheimer’s Disease Advisory Council. The Council would
be responsible for developing a statewide plan to address Alzheimer’s disease and related
dementias and ensure that such statewide plan is updated in 2026 and every five years thereafter.
The Council would advise the Kansas Department for Aging and Disability Services (KDADS)
with recommendations on actions needed for the benefit of individuals with Alzheimer’s disease
and for their caregivers. The Council would prepare and submit a report to the Governor and the
Legislature on or before February 1 of each year beginning in 2025. The Council would also
promote a state Alzheimer’s Disease Plan to members of the public and stakeholders. The
members of the Council would be appointed on or before August 1, 2024, and would serve four-
year renewable terms. KDADS would call an organizational meeting of the Council on or before
September 1, 2024. KDADS would assist the advisory council in preparing and publishing
meeting agendas, public notices, meeting minutes and any research, data, or information requested
by the Council.
According to KDADS, enactment of SB 450 would increase expenditures for FY 2025 and
beyond by $91,340 from the State General Fund for an additional 1.00 FTE Alzheimer’s program
staff position. These expenses would include $80,340 for salary and fringe benefits, and $11,000
for other operating expenses. Any fiscal effect associated with SB 450 is not reflected in The FY
2025 Governor’s Budget Report.
