Dear Senator Gossage:
SUBJECT: Fiscal Note for SB 449 by Senate Committee on Judiciary
In accordance with KSA 75-3715a, the following fiscal note concerning SB 449 is
respectfully submitted to your committee.
SB 449 would require any emergency care or assistance rendered by a healthcare provider
to be related to such provider’s experience as a healthcare provider. The bill would also add those
who hold valid certificates for the successful completion of a course in cardiopulmonary
resuscitation, automated external defibrillator, or emergency cardiovascular care to the list
defining “healthcare provider” under KSA 65-2891.
The Kansas Dental Board, the Kansas State Board of Examiners in Optometry, the Kansas
Board of Pharmacy, and the Kansas Board of Emergency Medical Services do not anticipate any
fiscal effect as a result of enactment of SB 449. The Kansas State Board of Healing Arts indicates
any associated fiscal effect would be managed within existing resources. The Kansas State Board
of Nursing states that enactment of the bill would not result in any additional expenditures or
revenue for the agency and necessary communication to licensees would occur through existing
means.
