         Dear Representative Awerkamp:
                   SUBJECT:       Fiscal Note for HB 2674 by House Committee on Welfare Reform
                 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2674 is
         respectfully submitted to your committee.
                 HB 2674 would prohibit the Secretary for Children and Family Services from participating
         in the summer Electronic Benefits Transfer (EBT) for children program.
                 The Department for Children and Families (DCF) indicates that enactment of HB 2674
         would prohibit Kansas from participating in the summer EBT program. This would reduce the
         expenditures in local economies by over $13.6 million of federal funds. The summer EBT program
         makes federal food assistance benefits available to children meeting eligibility requirements during
         the summer months. The program is expected to provide food assistance benefits of $120 per child
         to 113,702 Kansas children. Food assistance benefits are not included in the DCF budget. These
         funds are spent at local markets helping to stimulate the local economies. Administrative costs for
         the summer EBT program are part of the overall Supplemental Nutrition Assistance Program
         budget and absorbed in that budget. The bill would have no fiscal impact on local governments.
         However, it would reduce funds made available in local economies related to spending on allowed
         food items.
