SUBJECT: Fiscal Note for HB 2670 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2670 is
respectfully submitted to your committee.
HB 2670 would require the Kansas Department of Health and Environment to develop and
publish on its website an educational pamphlet regarding the use of nonopioid alternatives for the
treatment of acute, subacute, and chronic pain. The information in the pamphlet would be required
to conform to the most current clinical practice guidelines for prescribing opioids for pain issued
by the United States Centers for Disease Control and Prevention. The bill would include
requirements for the information to be contained in the pamphlet before January 1, 2025, and every
two years thereafter, the agency would be required to distribute the most updated version of the
pamphlet to local public health agencies in Kansas and associations representing federally
qualified health centers, rural health clinics, community mental health centers, and certified
community behavioral health clinics in Kansas.
According to the Kansas Department of Health and Environment, enactment of HB 2670
would increase expenditures by $220,000 from the State General Fund beginning in FY 2025 and
would be ongoing. The agency estimates a 0.50 FTE Program Manager position, and a 0.50 FTE
Epidemiologist position, would be necessary to fulfill requirements of the bill. This would include
facilitating the convening of an advisory committee or workgroup to develop, review, and update
educational information regarding the use of nonopioids. Additionally, the new positions would
be responsible for coordinating and supporting physician educational opportunities through the
development and delivery of a Project Extension for Community Healthcare Outcomes (ECHO)
series designed to educate physicians and other medical professionals on the management of acute,
subacute, and chronic pain, including the use of nonopioid alternatives for pain management. Staff

would also support the development of educational pamphlets and their distribution via web and
print, as well as supporting the evaluation of program effectiveness by supporting data collection
and interpretation. Total salary and benefits for both positions is estimated at $97,509. Contracts
with the University of Kansas Medical Center Research Institute for the Project ECHO series are
estimated at $60,500. The agency also estimates $61,991 for office supplies, computer software
and equipment, training, and other office costs such as printing and postage. Any fiscal effect
associated with HB 2670 is not reflected in The FY 2025 Governor’s Budget Report.
