Dear Representative Thomas:
SUBJECT: Fiscal Note for HB 2658 by Representative Johnson
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2658 is
respectfully submitted to your committee.
HB 2658 would authorize school districts to require a student to attend virtual school when
the student is returning to school after being expelled for 186 days or more. If an affected student
is required to attend virtual school by any school district that does not operate a virtual school,
then the school district would be required to assist the student in enrolling in a virtual school
operated by another school district. This decision by the school district for this virtual school
requirement would be subject to “due process,” as provided in KSA 72-6115 through 72-6117.
The Department of Education indicates that the number of students that would be affected
by the bill cannot be estimated. However, any fiscal effect on state aid to school districts would
likely be negligible. Any fiscal effect associated with HB 2658 is not reflected in The FY 2025
Governor’s Budget Report.
