SUBJECT: Fiscal Note for HB 2649 by Representative Haswood
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2649 is
respectfully submitted to your committee.
HB 2649 would require that no later than the third Monday of each January the Attorney
General would be required to submit to the House and Senate Committees on Federal and State
Affairs a report on coordinated law enforcement training conducted regarding missing and
murdered indigenous persons. The report would include the number of law enforcement agencies
that participated, the number of agents who participated, and the geographic jurisdiction of each
agent.
The Office of the Attorney General indicates that starting in FY 2025 it would require 0.25
FTE position at a total cost of $30,000 from the State General Fund to compile and prepare the
required information for the annual report. The Kansas Bureau of Investigation and the Kansas
Highway Patrol both state that the bill would not have a fiscal effect. Any fiscal effect associated
with HB 2649 is not reflected in The FY 2025 Governor’s Budget Report.
The Kansas Association of Counties and the League of Kansas Municipalities both indicate
that the bill would not have a fiscal effect on counties and cities.
