Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2652 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2652 is
respectfully submitted to your committee.
HB 2652 specifies if sufficient funds are available, the governing body or chief
administrative officer, if no governing body exists, of each public building would be required to
display a durable poster or framed image of the national motto.
The display would require the following:
1. The national motto of the United States: “In God We Trust” and “E Pluribus Unum;”
2. An accurate representation of the flag of the United States; and
3. An accurate representation of the flag of the State of Kansas.
The national motto would be displayed in a large font size on an easily readable poster or
framed image that is at least 11 inches wide by 14 inches high and would be the central focus of
the display. The displays, required by the bill, would be purchased by each governing body or
chief administrative officer solely with funds made available through voluntary contributions.
The Office of Judicial Administration indicates enactment of the bill would not have a
fiscal effect on the operations of the Judicial Branch. The Office of the Attorney General states
the bill’s enactment would have a negligible fiscal effect on the agency.
Both the League of Kansas Municipalities and the Kansas Association of Counties state
local governments would see increased expenditures associated with implementing the bill’s
provisions.

The Division of the Budget notes that costs should be negligible to implement the bill’s
provisions since the bill requires the displays to be paid for through voluntary contributions, if
enacted.
