Dear Representative Landwehr:
SUBJECT: Fiscal Note for HB 2642 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2642 is
respectfully submitted to your committee.
HB 2642 would amend the Kansas Dental Practices Act to require dentists to establish a
bona fide relationship with a patient before providing dental services and would outline what
would constitute such relationship. If a dentist were providing services outside a dental office, the
dentist would be required to provide the patient with the dentist’s name, contact telephone number,
after hours contact information for emergencies, and upon request, license information. The bill
would also prohibit dental service contracts that would limit a patient's ability to file a complaint
with the Kansas Dental Board.
According to the Kansas Dental Board, enactment of HB 2642 would not result in a fiscal
effect on agency operations.
