SUBJECT: Fiscal Note for HB 2617 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2617 is
respectfully submitted to your committee.
HB 2617 would change current law regarding state governmental ethics. The bill would
prohibit members of the Legislature from voting on legislative matters in which a member, or a
member’s immediate family, has a special interest.
Legislative Administrative Services indicates that the enactment of the bill would have no
fiscal effect beyond the normal operations of the Legislature. The Kansas Government Ethics
Commission indicates that investigations by its agency likely would increase with the enactment
of the bill; however, the additional caseload and any associated costs cannot be estimated. Any
fiscal effect associated with HB 2617 is not reflected in The FY 2025 Governor’s Budget Report.
