SUBJECT: Fiscal Note for SB 400 by Senate Committee on Transportation
In accordance with KSA 75-3715a, the following fiscal note concerning SB 400 is
respectfully submitted to your committee.
SB 400 would create the Sporting Kansas City distinctive license plate. The bill would
allow any Kansas resident who is the owner of a passenger vehicle or truck of a gross weight of
20,000 pounds or less, or motorcycle to be issued one Sporting Kansas City distinctive license
plate for each vehicle on and after January 1, 2025. The distinctive license plate would be issued
upon proper registration and payment of any fees required.
The Department of Revenue estimates the enactment of SB 400 would increase its
expenditures by $2,340 in FY 2025 for administrative costs related to designing and manufacturing
of the new license plate. The Department would collect the up to $5,000 fee for plate development
since there is a required sponsor fee. The Department indicates that the license plate would be
subject to the $40 special plate application fee and to the $40 personalized plate application fee if
the applicant would chose to personalize the license plate. Additionally, the bill would require any
owner or lessee to pay an amount of not less than $25 and not more than $100 to OnGoal, LLC as
a logo use royalty payment for each plate. Any fiscal effect associated with SB 400 is not reflected
in The FY 2025 Governor’s Budget Report.
