1 A PROPOSITION to amend section 1 of article 5 of the constitution of
2 the state of Kansas; lowering the minimum age for qualified electors
3 to vote in elections in this state from 18 to 16 years.

5 Be it resolved by the Legislature of the State of Kansas, two-thirds of the
6 members elected (or appointed) and qualified to the House of
7 Representatives and two-thirds of the members elected (or appointed)
8 and qualified to the Senate concurring therein:
9 Section 1. The following proposition to amend the constitution of
10 the state of Kansas shall be submitted to the qualified electors of the state
11 for their approval or rejection: Section 1 of article 5 of the constitution of
12 the state of Kansas is hereby amended to read as follows:
13 "ยง 1. Qualifications of electors. Every citizen of the United
14 States who has attained the age of eighteen 16 years and who
15 resides in the voting area in which he or she such person seeks to
16 vote shall be deemed a qualified elector. Laws of this state relating
17 to voting for presidential electors and candidates for the office of
18 president and vice-president of the United States shall comply with
19 the laws of the United States relating thereto. A citizen of the
20 United States, who is otherwise qualified to vote in Kansas for
21 presidential electors and candidates for the offices of president and
22 vice-president of the United States may vote for such officers
23 either in person or by absentee ballot notwithstanding the fact that
24 such person may have become a nonresident of this state if his or
25 her such person's removal from this state occurs during a period in
26 accordance with federal law next preceding such election. A person
27 who is otherwise a qualified elector may vote in the voting area of
28 his or her such person's former residence either in person or by
29 absentee ballot notwithstanding the fact that such person may have
30 become a nonresident of such voting area during a period
31 prescribed by law next preceding the election at which he or she
32 such person seeks to vote, if his such person's new residence is in
33 another voting area in the state of Kansas."
34 Sec. 2. The following statement shall be printed on the ballot with
35 the amendment as a whole:

1 "Explanatory statement. This amendment would lower the
2 minimum age to be qualified to vote in elections in this state
3 from 18 to 16 years.
4 "A vote for this proposition would lower the minimum age to be
5 qualified to vote in elections in this state from 18 to 16
6 years.
7 "A vote against this proposition would make no change to the
8 minimum age to be qualified to vote in elections in this state,
9 which is 18 years."
10 Sec. 3. This resolution, if approved by two-thirds of the members
11 elected (or appointed) and qualified to the House of Representatives and
12 two-thirds of the members elected (or appointed) and qualified to the
13 Senate, shall be entered on the journals, together with the yeas and nays.
14 The secretary of state shall cause this resolution to be published as
15 provided by law and shall cause the proposed amendment to be submitted
16 to the electors of the state at the general election in November in the year
17 2024, unless a special election is called at a sooner date by concurrent
18 resolution of the legislature, in which case the proposed amendment shall
19 be submitted to the electors of the state at the special election.
