SUBJECT: Fiscal Note for HB 2597 by House Committee on Energy, Utilities and
Telecommunications
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2597 is
respectfully submitted to your committee.
HB 2597 would amend current law pertaining to the Kansas Corporation Commission’s
(KCC) timeline for determination of rate-making principles and treatment for electric generating
or transmission facilities. Under current law, if the KCC does not issue a determination within
180 days of the date in which an application is filed, the rate-making principles and treatment
proposed by the applicant is deemed to have been approved by the KCC and is binding on the
KCC. The bill would extend the timeframe for the KCC to issue a determination from 180 days
to 240 days.
The Kansas Corporation Commission and the Citizen’s Utility Ratepayer Board indicate
that the enactment of the bill would not have a fiscal effect.
