Dear Representative Williams:
SUBJECT: Fiscal Note for HB 2600 by House Committee on K-12 Education Budget
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2600 is
respectfully submitted to your committee.
HB 2600 would appropriate $200,000 from the State General Fund in FY 2025 to the
Department of Education for the Feminine Hygiene Product Grant Program to qualified school
districts. The Department, on or before September 1 of each year, would award grants to qualified
school districts that have applied to participate in the program. A qualified school would mean
one that receives federal Title I funds. The grants would be awarded on a “pro rata” basis, based
on the total number of female students enrolled in grades five through 12 of each school district.
The bill would outline the application process and notification procedure for grant awards.
In addition, the bill would create the “Feminine Hygiene Product Grant Fund” in the State
Treasury. The bill would specify that on July 1, 2025, and in each subsequent year, the Director
of Accounts of Reports would transfer $200,000 from the State General Fund to the special revenue
fund for the grant program.

The Department of Education indicates that the existing staff of the agency would
administer the new grant program. To fund the grant program, the bill would authorize an
appropriation of $200,000 from the State General Fund in FY 2025 and a State General Fund
revenue transfer of $200,000 to the new special revenue fund created by the bill in FY 2026 and
subsequent years. Any fiscal effect associated with HB 2600 is not reflected in The FY 2025
Governor’s Budget Report.
The Kansas Association of School Boards indicates the enactment of the bill would not
have a fiscal effect. The Division of the Budget notes that any grants awarded would allow school
districts to redirect funds that it would have spent on feminine hygiene products to another purpose.
