SUBJECT: Fiscal Note for HB 2573 by Representative Proctor
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2573 is
respectfully submitted to your committee.
HB 2573 would specify a taxing subdivision that is required to approve a budget for a
library would be required to not include the library budget in determining the revenue neutral rate
of the taxing subdivision. The revenue neutral rate of the library would be calculated separately.
The State Library indicates enactment of the bill would not have a fiscal effect on agency
operations.
The League of Kansas Municipalities states enactment the bill would not have a fiscal
effect on cities. The Kansas Association of Counties states the bill’s enactment could have a fiscal
effect on counties; however, the Association is unable to estimate what the fiscal effect would be.
