SUBJECT: Fiscal Note for HB 2572 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2572 is
respectfully submitted to your committee.
HB 2572 would require personal delivery and photographic identification of any person
delivering advance voting ballots on behalf of other voters. The county election officer receiving
the ballot would photograph the person with each ballot the person is delivering and record the
person’s photo identification card information along with the ballot number of each. The bill
would also prohibit the person from delivering the ballot to a remote ballot box or other container
identified for the return of advance voting ballots.
The Secretary of State would use existing resources to provide training and update manuals
for county election officials; update the agency’s website; update public documents and
information, and work with media, political parties, candidates, and the public to ensure knowledge
of the new changes for delivery of advance voting ballots under provisions of HB 2572. In
addition, the agency provides that enactment of HB 2572 would have a fiscal effect on counties
because the county election offices would need to hire additional workers to process the increase
in time to complete and document delivery of advance voting ballots and costs related to equipment
to document delivery. Depending on the election, the costs would range from hundreds of dollars
to thousands of dollars per election, per county. Larger jurisdictions are estimated to see a
significant increase in the number of additional employees and photographic equipment. The
agency is unable to estimate the fiscal effect on the counties. Any fiscal effect associated with HB
2572 is not reflected in The FY 2025 Governor’s Budget Report.

The Kansas Association of Counties states enactment of HB 2572 would increase county
election offices’ operating costs for taking and storing photographs of identification documents as
well as enable the necessary cybersecurity protections to ensure the photographs are not
compromised. However, the Association is unable to estimate the bill’s fiscal effect.
