          Dear Senator Warren:
                    SUBJECT:      Fiscal Note for SB 372 by Senate Committee on Federal and State Affairs
                  In accordance with KSA 75-3715a, the following fiscal note concerning SB 372 is
          respectfully submitted to your committee.
                  SB 372 would enact the Civil Liability for Doxing Act. The bill would prohibit the
          intentional, nonconsensual publishing of another person’s personally identifiable information with
          the intent to harm or harass the person. If the publishing of this information causes death,
          significant life disruption, great bodily harm, significant economic injury, or emotional distress to
          the victim, then the victim would be allowed to bring civil action against the perpetrator. The bill
          clarifies that it would not prohibit the provision of personal information to report unlawful or
          criminal activity, nor would it prohibit the sharing of a person’s information to the press or in
          connection to constitutionally protected activities.
                   The Judiciary indicates that enactment of the bill could increase agency operating
          expenditures because it allows for civil suits to be filed. This would increase the time spent by
          district court judicial and nonjudicial personnel in processing, researching, and hearing cases. The
          bill could also result in the collection of docket fees which would be deposited in the State General
          Fund. However, an exact estimate of this fiscal effect is unknown. Any fiscal effect associated
          with SB 372 is not reflected in The FY 2025 Governor’s Budget Report.
